NCSL and Becta are responsible for the design of the SLICT programme and have been asked by the Department for Education and Skills to:
- design, deliver and administer the SLICT programme in England as a three year national intervention programme
- manage and run recruitment for the programme
- maximise recruitment to the programme
- act as the regulatory body for the SLICT programme, ensuring a consistently high standard of achievement

- to draw on the best leadership and management practice inside and outside education
- to offer a practical and accessible programme for headteachers in all types of schools and elsewhere, recognising their need to combine work and study
- to provide a baseline from which headteachers can develop their leadership of ICT
- to develop headteachers’ understanding of ICT and its potential for learning
- to stimulate a clear strategic and transformational vision of ICT in school
- to address headteachers’ personal development and strategic leadership of ICT
- to empower headteachers in the evaluation of strategic ICT issues affecting schools

- examination of key issues and their leadership or management implications
- support for improvement of knowledge and understanding
- opportunities to discuss, with fellow headteachers, different approaches to leading ICT for students learning and raising standards
- support of critical reflection and action planning for the future

To work in partnership with training providers to deliver a series of high quality SLICT programmes for schools in England. Programmes to be designed to a national standard, overseen by NCSL and Becta on behalf of DfES, and delivered on a regional basis by training providers, in conjunction with NCSL/Becta.
